Prohibits the sale, offer for sale, and operation of gasoline-powered leaf blowers in Hawaii at any time, effective January 1, 2024.

Restricts non-gasoline-powered leaf blowers in residential zones and within 100 feet of residential zones to 8:00 a.m. to 6:00 p.m. on weekdays and 9:00 a.m. to 6:00 p.m. on Sundays and state or federal holidays.

Increases fines for violations to $100 for the first offense, $250 for the second offense, and $500 for each subsequent offense, with forfeiture of the gasoline-powered leaf blower on a third violation.

Removes the exemption that previously allowed government entities to operate leaf blowers without restrictions.

Allows counties to adopt stricter leaf blower regulations, with the most restrictive requirements applying in case of conflict.
