Increases the maximum fine for violations under Section 291-24 from $100 to $300.

Increases the minimum fine for violations under Section 291-24.5 from $25 to $100 and the maximum fine from $250 to $300.

Addresses growing complaints about noise pollution from loud mufflers on motorcycles and motor vehicles that adversely affect residents' sleep and quality of life.

Takes effect upon approval; does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
