Appropriates $1,500,000 from general revenues for fiscal year 2022-2023 to support the state rent supplement program established under Hawaii Revised Statutes section 356D-151.

Funds one full-time (1.0 FTE) public housing specialist II position to be expended by the Hawaii Public Housing Authority.

State rent supplement program provides "shallow" sustained subsidies to help homeless individuals and families close affordable housing gaps and achieve self-sufficiency.

Addresses Hawaii's highest-in-nation per capita homelessness rate, with an estimated 6,458 people living on streets and in shelters according to the 2020 Point in Time Count.

Takes effect on July 1, 2050.
