Requires authorizers to timely provide to charter schools all information received from the Department of Education regarding state-level federal grant proposals and reports on federal grants that charter schools may apply for or are entitled to receive.

Transfers responsibility for calculating the general fund per-pupil amount from authorizers to the state public charter school commission.

Modifies per-pupil funding disbursement schedule: 60% by July 20 based on projected enrollment, 30% by December 1 based on October 15 actual enrollment, and retains no more than 10% as contingency balance by June 30.

Authorizes the commission to consult with the Board of Education and adjust allocations based on charter school noncompliance with contracts, policies, and accountability requirements.

Appropriates unspecified general revenue funds to the state public charter school commission for fiscal year 2022-2023 to allocate to charter schools for infrastructure costs, lease or rent assistance, and network infrastructure repair and maintenance.
