Amends Hawaii Revised Statutes Section 183D-2 to add new subsection (3) requiring the Department of Land and Natural Resources to recognize game mammals and birds as a sustainable food source requiring high-quality habitats.

Requires state departments to acknowledge that proper game population management minimizes negative impacts and provides watershed benefits including weed control and reduction of grass fire fuel.

Mandates all state departments update their rules and policies by July 1, 2023 to integrate local hunting and fishing industries into food security and sustainability strategies.

Requires principal state departments to submit reports to the legislature by twenty days before the 2023 and 2024 regular sessions on progress implementing the new requirements, including findings and recommendations.

Establishes that the state's ocean management must prioritize public trust responsibilities and conservation of natural resources while protecting native Hawaiian traditional and customary practices under the Hawaii State Constitution.
