HB 1873 Summary

• Reduces buffer zones from 500 feet to 100 feet for hemp cultivation near playgrounds, childcare facilities, schools, and residential properties in Hawaii.

• Exempts authorized hemp producers who produce no more than 5,000 pounds of hemp annually on a dry weight basis from hemp processor registration requirements if they process only their own hemp.

• Allows exempt hemp producers to process hemp in certified kitchens, food hubs, or agricultural parks in addition to enclosed indoor facilities.

• Clarifies that hemp processors must comply with all applicable building codes and regulations when using enclosed indoor facilities.

• Extends the repeal date of Act 14, Session Laws of Hawaii 2020 related to marijuana definitions; effective July 1, 2022.
