Allows boards to conduct up to one private retreat per calendar year, not to exceed one calendar day, for team building, information gathering, and general discussions on shared concerns.

Prohibits boards from voting on, making decisions about, or deliberating toward decisions on any matter currently pending or likely to arise before the board during a retreat.

Requires boards to announce the date of any retreat held and report attendance at the next duly noticed board meeting.

Makes grammatical corrections by replacing "which" with "that" in multiple sections of Hawaii Revised Statutes Section 92-2.5.

Updates cross-reference in Section 279D-9 to reflect the renumbering of subsections in Section 92-2.5 due to the addition of the retreat provision.
