Requires the legislative reference bureau to conduct a study examining whether the Hawaii Supreme Court should adopt a single-term structure similar to the United States Supreme Court.

Mandates the legislative reference bureau submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the start of the 2023 regular legislative session.

Takes effect on July 1, 2022.
