HB1879 Summary

• Amends Section 11-391 of Hawaii Revised Statutes regarding campaign advertisements to require the Campaign Spending Commission to pursue actions and file complaints with the Federal Bureau of Investigation or Postmaster General for grossly false or anonymous advertisements.

• Defines "anonymous advertisement" as any advertisement broadcast, televised, circulated, published, distributed, or communicated by electronic means by a person not registered with the commission as required under Section 11-321.

• Maintains existing fine structure of up to $25 per advertisement violation and up to $5,000 aggregate, but adds the requirement for federal agency complaints for grossly false or anonymous advertisements.

• Does not affect rights, duties, penalties, or proceedings that began before the effective date of the Act.

• Takes effect on July 1, 2022.
