Requires the exterior envelope of mail-in ballot packages to include instructions on how to obtain language translation services in Hawaiian and at minimum the five most utilized foreign languages by limited English proficient persons in Hawaii.

Applies to all elections beginning with the 2024 primary election.

Does not exempt or supplant requirements under section 203 of the federal Voting Rights Act of 1965, as amended.

Addresses Hawaii's diversity (76 percent diversity index) and the fact that non-English speakers at home increased 44 percent from 1980 to 2014, with Ilocano, Tagalog, and Japanese as the top three non-English languages spoken at home.
