HB 1885 Summary

• Establishes a chief data officer within the office of enterprise technology services to develop, implement, and manage statewide data policies, procedures, and standards and to facilitate data sharing across state agencies.

• Requires executive branch departments, including the department of education and University of Hawaii, to make appropriate existing electronic data sets available to the public through the State's open data portal at data.hawaii.gov.

• Creates a data task force to assist the chief data officer, comprising representatives from the judiciary, education, human services, health, business and economic development, University of Hawaii, and four public members representing nonprofit and for-profit business stakeholders with data experience.

• Requires the chief data officer to develop policies and procedures for data disclosure standards and data set format standards in consultation with the data task force and office of information practices.

• Exempts departments from creating new data sets on demand and protects proprietary information, licensed data, and personally identifiable information from disclosure under the policy.
