Requires all board meetings to be livestreamed and archived recordings made available on the board's website or appropriate state/county website immediately after the meeting.

Mandates that each agenda item be identified as either an item for action or discussion, and requires boards to allow oral testimony after each agenda item.

Requires board packets to be made available online at least 48 hours prior to the written testimony deadline and preliminary draft minutes to be posted within 30 days or by the next meeting.

Reduces the timeframe for posting finalized minutes from 40 days to 14 days after the next meeting, and requires a written summary with timestamps when minutes are posted in digital or analog recording format.
