Requires the Hawaii Tourism Authority to develop a comprehensive annual tourism management plan that includes tourism marketing, best practice destination management, and regenerative tourism.

Amends multiple statutes to incorporate destination management and regenerative tourism principles into the authority's planning, contracting, advisory group functions, and annual reporting requirements.
