H.B. 19 Summary

• Establishes civil liability for persons who report or summon law enforcement without reason to suspect criminal conduct or imminent danger based wholly or substantially on the reported person's race, color, religion, age, sex, gender identity or expression, sexual orientation, marital status, national origin, ancestry, or disability.

• Allows injured persons to bring civil actions for injunctive relief, damages, or other appropriate relief in state court.

• Permits courts to issue injunctions against violators without requiring proof of actual damages to the plaintiff.

• Defines "lacking reason to suspect" as when a reasonable person would not suspect a violation of law or imminent danger has occurred or is occurring.

• Takes effect upon approval.
