Allows boards to hold meetings using interactive conference technology without requiring all board members to be physically present at the same location.

Requires board members to be visible and audible to other members and the public during public meetings; visibility not required during closed executive sessions if members remain audible.

Eliminates the requirement to terminate meetings when audio communication fails, instead allowing meetings to recess for up to one hour when practicable.

Permits boards to require in-person attendees to provide names and contact information for contact tracing and comply with safety measures (masks, distancing) when the governor has declared a state of emergency for a contagious illness.

Requires meeting notices to include board contact information for written testimony submission and information on how the public can remotely view and testify at meetings held by interactive conference technology.
