Appropriates funds to the Department of Accounting and General Services to procure, install, and maintain bidets at the State Capitol building for fiscal year 2022-2023.

Finds that bidets use one-eighth gallon of water compared to 37 gallons of water, 1.3 kilowatt-hours of electricity, and approximately 1.5 pounds of wood needed to produce a single roll of toilet paper.

Notes that the United States uses approximately 36.5 billion rolls of toilet paper annually, resulting in the pulping of approximately 15 million trees.

Identifies toilet paper production and use as contributing to deforestation, pipe clogs, sewer system strain, and water pollution through bleaching chemicals that harm marine animals.

Takes effect on July 1, 2022.
