Allows bidders on public works construction projects to clarify or correct immaterial or technical information in subcontractor listings for up to 24 hours after the bid submission deadline, in addition to existing correction procedures.

Requires that construction bids be opened no sooner than 24 hours after the bid submission deadline to provide time for corrections.

Defines "immaterial or technical information" to include missing signatures, typographical errors, inaccuracies or omissions, and suspended/forfeited contractor licenses that are reinstated by award time.

Prohibits additions, substitutions, or changes to listed subcontractors or the nature and scope of their work during the 24-hour correction period.

Becomes effective July 1, 2112, and automatically repeals on June 30, 2024, returning the law to its prior form (note: the effective date appears to contain a typographical error).
