Increases the maximum portion of liquor fines that can be used annually from 10 percent to 25 percent of accumulated fines.

Allocates 10 percent of fines to fund public liquor-related educational or enforcement programs.

Allocates 15 percent of fines to fund alcohol addiction treatment programs.

Addresses Hawaii's alcohol abuse rate, which has exceeded the national average since 2010, and alcohol-related impaired driving deaths comprising approximately 40 percent of fatal accidents in Hawaii annually.

Takes effect upon approval.
