Extends the deadline for the Hawaii Housing Finance and Development Corporation to renegotiate or issue a new ground lease for the Front Street Apartments affordable housing project in Lahaina, Maui from December 31, 2021 to December 31, 2026.

Changes the corporation's requirement from "shall institute" to "may institute" condemnation proceedings for the ground lease if a renegotiated or new lease agreement is not reached by the deadline.

Addresses delays caused by a federal court lawsuit involving Front Street Apartments tenants, which made it impossible to obtain accurate appraisals needed for either condemnation or lease negotiations.

Aims to preserve affordable rental housing availability in Maui county, particularly in western Maui, which faces a severe shortage of affordable units.

Takes effect on July 30, 2075.
