Establishes a creative arts workforce grant program administered by the State Foundation on Culture and the Arts to support visual, performance, and literary artists including painters, musicians, actors, filmmakers, dancers, and writers.

Requires the foundation to set aside grant funds for "earn and learn" programs providing 12-24 month paid employment opportunities combining classroom instruction and on-the-job training, with wages set at living wage rates for their regional labor market.

Directs the foundation to set aside additional grant funds to create career exploration and participation opportunities for individuals and communities facing barriers to arts employment due to lack of investment, limited arts exposure, or other economic and social barriers.

Authorizes the foundation to provide workforce services including job training and placement assistance to unemployed, underemployed, and displaced creative workers.

Appropriates unspecified general revenues for fiscal year 2022-2023 and becomes effective July 1, 2044.
