HB 1933 Summary

• Establishes "Calvin's Law," a new chapter creating ethics rules for persons contracted by state agencies to work with children, including guardians ad litem, child custody evaluators, therapists, counselors, and social workers.

• Prohibits covered persons from having concurrent conflicts of interest with clients, including providing services adverse to another client, engaging in sexual relations with persons involved in matters, and accepting compensation from sources other than the client without written consent.

• Requires covered persons to charge reasonable fees, expedite services, maintain candor before tribunals, preserve evidence, and keep detailed records when work products will be used by fact finders.

• Allows any aggrieved person to file complaints with the contracting state agency or applicable licensing boards, which may investigate and impose fines for violations; state agency contracts with violators become voidable.

• Takes effect July 1, 2112.
