Hawaii Natural Energy Institute shall conduct a study examining the potential for production and use of renewable hydrogen in the State and its role in achieving a local, affordable, reliable, and decarbonized energy system.

Study must address feasibility of local renewable hydrogen production, available power sources and costs, water usage requirements, storage feasibility and safety considerations, comparative costs and benefits versus other fuels, end-user markets, and permitting/regulatory hurdles.

Study shall also examine use cases where hydrogen provides the most benefit in power supply and transportation sectors, potential as an export commodity or revenue opportunity, and comparison of locally-produced hydrogen versus imported bulk green hydrogen.

Hawaii Natural Energy Institute shall consult with the Department of Business, Economic Development and Tourism, Hawaii State Energy Office, Public Utilities Commission, and other applicable agencies, plus electric and gas utilities and industry stakeholders.

Institute shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the 2024 regular legislative session.
