Extends the deadline for counties to adopt a surcharge on state tax ordinance from March 31, 2019 to June 30, 2022.

Adds two new adoption windows for county surcharges: ordinances adopted on or after March 31, 2019 but before June 30, 2021 may begin levying January 1, 2022; ordinances adopted on or after June 30, 2021 but before June 30, 2022 may begin levying January 1, 2023.

Maintains the requirement that counties conduct a public hearing before adopting a surcharge ordinance and notify the director of taxation within ten days of adoption.

Preserves the prohibition on levying any county surcharge on state tax after December 31, 2030.

Effective date is July 1, 2050.
