Requires sellers or providers of emotional support animals to provide written notice stating the animal lacks special training for service animals, is not entitled to service animal rights and privileges, and that misrepresenting it as a service animal violates state law.

Requires sellers or providers of certificates, identifications, tags, vests, leashes, and harnesses for emotional support animals to provide written notice that these items do not entitle animals to service animal rights and privileges and that misrepresentation is unlawful.

Notices must be printed in at least 12-point bold type on receipts or attached as a separate document.

Establishes civil penalties of $100-$250 for first violation and minimum $500 for subsequent violations.

Takes effect upon approval.
