Amends Hawaii Revised Statutes Section 102-10 to expand the Department of Transportation's authority to modify concession contract terms during periods of substantial hardship.

Extends contract modification relief to all types of agreements including leases, holdovers, revocable permits, and formalized agreements, not just traditional leases.

Allows the DOT to modify contract terms (including rent) when a concessionaire experiences a 15% or more reduction in business volume for 60 or more days, if caused by state or county construction work on or near the concession property.

Requires approval from the Governor (for state concessions) or the relevant county chief executive before modifying contract terms.

Takes effect upon approval.
