HI HB1955

Establishes civil liability for persons who summons or report to law enforcement without reasonable suspicion of a crime, offense, or imminent danger based in whole or substantial part on the protected class status of another person.

Protected classes include race, color, religion, age, sex, gender identity or expression, sexual orientation, marital status, national origin, ancestry, or disability.

Injured persons may bring civil action for injunctive relief, damages, or other appropriate relief; courts may enjoin violators without requiring proof of actual damages.

Defines "lack of reason to suspect" as a situation where a reasonable person would not suspect a violation of the Hawaii Penal Code, other criminal conduct, or imminent danger had occurred or was occurring.

Takes effect upon approval.
