Amends Hawaii Revised Statutes Section 342H-52 to expand buffer zone requirements around waste or disposal facilities from one-half mile to include land designated as important agricultural lands and land within agricultural districts, in addition to existing protections for residential lots, schools, and hospitals.

Defines "agricultural district" as the land use district identified in section 205-2 and "important agricultural lands" as land identified and designated pursuant to part III of chapter 205.

Exempts continued operation of existing waste or disposal facilities that are properly permitted, provided no physical expansion (vertical or horizontal) occurs that requires additional permitting review and permit modification.

Applies to construction, modification, or expansion of municipal solid waste landfill units, construction and demolition landfill units, and their components.

Takes effect July 1, 2022.
