Prohibits construction, modification, or expansion of waste or disposal facilities (including municipal solid waste landfills and construction/demolition landfills) in agricultural districts and important agricultural lands in counties with a population of 500,000 or more.

Requires a minimum half-mile buffer zone around any waste or disposal facility, measured from the facility edge to the nearest residential, school, or hospital property line.

Exempts continued operation of existing, properly permitted waste or disposal facilities from the prohibition, as long as operations do not require physical expansion or additional permitting review.

Establishes definitions for "agricultural district" (per section 205-2), "important agricultural lands" (per chapter 205, part III), and "waste or disposal facility" (excluding state-certified non-industrial redemption centers).

Effective date: July 1, 2022.
