HB 1975 Summary

• Clarifies that healthcare preceptors may be compensated for providing standard clinical services while offering volunteer-based supervised clinical training, provided they receive no additional compensation for the training itself or receive no compensation from tuition or state general funds.

• Amends the definition of "preceptor" to broaden eligibility by removing the requirement that preceptors maintain a "primary care" practice, replacing it with the requirement that their specialty must support the development and training of eligible students in primary care.

• Adds the Director of Health as a voting member of the preceptor credit assurance committee, in addition to existing representatives from the Hawaii/Pacific basin area health education center, center for nursing, and academic programs.

• Updates the committee's documentation requirements to include attestation of compensation limits and itemized specialties that support primary care training.

• Effective July 1, 2060; applies to taxable years beginning after December 31, 2021.
