Requires the Department of Land and Natural Resources to conduct a point-in-time count of feral cats per island by June 30, 2023.

Directs the invasive species council to develop and implement a program to effectively reduce the feral cat population in Hawaii by December 31, 2025, considering methods used in Australia including Curiosity and Eradicat feral cat baits.

Mandates elimination of the feral cat population on Kauai, Maui, and Hawaii islands by December 31, 2025, and a 50 percent reduction on Oahu by the same date.

Appropriates general revenues from the State of Hawaii for fiscal year 2022-2023 to fund the feral cat count and population reduction program, with funds to be expended by the Department of Land and Natural Resources.

Takes effect upon approval, with the appropriations provision effective July 1, 2022.
