Amends Section 37-62, Hawaii Revised Statutes to expand the definition of "capital investment costs" to include the planting of trees with an expected lifespan of at least 15 years, plus any associated infrastructure additions or improvements.

Modifies the definition of "phases of capital improvement project" to add tree planting with an expected lifespan of at least 15 years as a recognized phase alongside land acquisition, design, construction, and occupancy.

Takes effect upon approval.
