Requires all employers in Hawaii to provide employees who work more than 80 hours annually with a minimum of 1 hour of paid sick leave for every 30 hours worked, capped at 56 hours per calendar year unless employer provides higher limit.

Permits employees to use accrued paid sick leave for their own illness, medical care, preventive care, family member care, domestic abuse-related needs, and closure of workplace or child care due to public health emergency.

Mandates employers supplement employees' accrued paid sick leave during declared public health emergencies to provide at least 80 hours annually for full-time workers or equivalent of 2 weeks' scheduled time for part-time workers.

Allows employees to use paid sick leave until 4 weeks after termination of public health emergency for emergency-related absences, including self-isolation due to communicable illness diagnosis or symptoms.

Establishes enforcement through civil actions with remedies including full payment of earned sick leave, actual damages, attorney's fees, and equitable relief; employers who fail to maintain records presumed in violation of law; effective July 1, 2021, with delayed implementation for employees covered by collective bargaining agreements.
