Appropriates $200,000,000 from general revenues to the school facilities authority for fiscal year 2022-2023 to expand pre-kindergarten access to eligible children in Hawaii.

Authorizes the school facilities authority to use funds for construction of new school facilities, renovation and expansion of existing facilities to increase pre-kindergarten capacity, and other costs deemed appropriate to expand pre-kindergarten student capacity.

Allows the appropriation to carry forward beyond the fiscal biennium, with any unencumbered funds lapsing on June 30, 2024.

Takes effect on July 1, 2022.
