HI HB2005

Requires the ombudsman to establish and manage a hotline allowing employees or their representatives to report violations or suspected violations of state, local, or federal laws, rules, ordinances, regulations, or contracts.

Authorizes the ombudsman to receive, investigate, and process whistleblower reports through the hotline and establishes whistleblower reports as an appropriate subject for investigation.

Requires the ombudsman to publicize the availability of the whistleblower hotline to the public.

Mandates the ombudsman maintain confidentiality of whistleblower identities and information except as necessary to carry out duties and support recommendations.

Prohibits the ombudsman from charging fees for submission or investigation of whistleblower reports.
