Amends Hawaii Revised Statutes Section 103D-709(e) to modify the treatment of cash or protest bonds in procurement administrative proceedings.

Requires bonds to be returned to the initiating party minus administrative costs as determined by the office of administrative hearings, rather than automatically returning the full amount.

Mandates full forfeiture of the bond into the general fund only if the initiating party does not prevail and the office of administrative hearings finds the appeal was frivolous or made in bad faith.

Takes effect on July 1, 2112.
