Prohibits foreclosure of mortgaged residential properties during a state of emergency or public health emergency declared by the governor or mayor.

Prohibits price increases on commodities (including food, water, fuel, construction materials, and residential dwellings) during emergencies, with exceptions for documented additional operating expenses.

Prohibits landlords from terminating residential tenancies during emergencies except for material breach of lease terms or uninhabitable conditions; allows 45-day notice for termination after emergency ends.

Requires property owners who avoided foreclosure due to this law to repay outstanding mortgage amounts within a five-year period after the emergency is officially declared over.

Establishes enforcement through unfair and deceptive practices provisions with civil penalties; prohibitions remain in effect until 24 hours after severe weather warning cancellation or 96 hours after emergency declaration, unless extended by supplementary declaration.
