HB2014 Summary

• Establishes a Safe Routes to School Advisory Committee within the Department of Transportation's Planning Branch to develop a comprehensive statewide safe routes to school plan by November 1, 2025.

• Committee must submit the plan to the legislature no later than twenty days before the 2026 regular session, including recommendations on funding stabilization, streamlined application processes, equitable programming, and prioritization for Title I schools.

• Committee composition includes the safe routes to school program coordinator (chair), representatives from the Department of Health and Department of Education, police departments from all counties, county safe routes coordinators, metropolitan planning organizations, and representatives from various community organizations and advocacy groups.

• Committee members serve four-year terms with staggered appointments, meet at least monthly, and make recommendations to the Department of Transportation at least biannually without compensation but with reimbursement for expenses.

• Appropriates unspecified funds from general revenues for fiscal year 2022-2023 to hire one full-time safe routes to school program coordinator position and procure facilities and equipment for the advisory committee, effective July 1, 2022.
