Requires the Department of Land and Natural Resources to prepare a master plan for Sand Island State Recreation Area that develops a "people's park" concept incorporating community participation and addressing both developed and undeveloped portions of the park.

Master plan must assess environmental conditions including climate change and sea level rise, propose improvements to existing facilities, recommend new facilities and infrastructure, preserve historic features, and expand outdoor recreation opportunities.

Appropriates general revenue funds to the Department of Land and Natural Resources for fiscal year 2022-2023 to prepare the park master plan (amount left blank in bill text).

Acknowledges the park's 140 acres host multiple recreational uses including camping, picnicking, beach activities, surfing, and fishing, but note that infrastructure built in the 1970s has deteriorated due to age, heavy use, and saltwater exposure.

Takes effect July 1, 2022.
