Requires the Hawaii Housing Finance and Development Corporation to submit a plan to the legislature by January 2024 to develop affordable housing at the Aloha Stadium site.

Plan must include at least 20,000 affordable housing units with maximum monthly rent of $1,500 for two-bedroom units and remain affordable in perpetuity.

Requires occupants to be Hawaii residents who own no real property, with funding through revenue bonds paid by rent revenues rather than general funds appropriation.

Stadium authority must establish and transmit physical boundaries of the new stadium by January 1, 2023, with the stadium not exceeding 25 acres, leaving 73 acres available for housing and mixed-use development.

Requires updates on plan implementation be submitted to the legislature by January 2025, 2026, and 2027, including proposed legislation for mixed-use development with grocery stores, restaurants, parks, childcare, and health clinics.
