Authorizes the Department of Human Services and Department of Health to appoint an existing employee to apply for and manage grants during regular business hours.

Allows both departments to request grant writing assistance from other state agencies or contract/employ a dedicated capture manager to handle grant applications and management.

Capture managers may be retained as contractors exempt from Hawaii Revised Statutes Chapter 103D or as temporary employees exempt from Chapter 76.

Requires both departments to submit reports to the legislature no later than 20 days before the 2023 and 2024 regular sessions, including lists of grants sought, awards received, and recommendations.

Takes effect July 1, 2022, and automatically repeals on June 30, 2024.
