Requires the Department of Health to adopt administrative rules for underground storage tanks and tank systems that are more stringent than federal regulations under Title 40 Code of Federal Regulations Part 280, reflecting Hawaii's unique aquifer and groundwater system.

Removes the December 22, 1998 deadline for replacing or upgrading existing underground storage tanks, establishing instead ongoing standards requiring tanks to prevent releases throughout their operational life.

Establishes the Red Hill Task Force, composed of state officials, the Honolulu Board of Water Supply chair, and representatives from EPA, Navy, and Sierra Club, to study compliance with regulatory orders and explore containment or relocation options.

Task Force mandated to report to the legislature by 20 days before the 2023 regular session and annually thereafter, assessing Navy compliance with regulatory orders, containment measures, and feasibility of relocating or eliminating the Red Hill underground storage tank system (which stores up to 250 million gallons of fuel).

Task Force expires January 1, 2033; effective date is July 1, 2022.
