Requires the auditor to conduct a comprehensive study of health insurance plans administering the Hawaii employer-union health benefits trust fund (EUTF).

Study must include financial analysis assessing medical loss ratio by auditing direct health care service payments, quality improvement payments, and administrative service costs broken down by medical management, payment reform, and provider payments.

Study must analyze effects of payment reforms on primary care physicians, including how capitation payments impact administrative costs and physician shortages, and assess financial prudence of managed care organizations administering EUTF.

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2023 regular session.

Appropriates funds from general revenues for fiscal year 2022-2023 to conduct the study, effective July 1, 2022.
