H.B. 2034 Summary

• Adds the Director of Business, Economic Development, and Tourism as a voting member of the Hawaii Community Development Authority.

• Makes the Director of Planning and Permitting of each county a voting member instead of an ex officio, nonvoting member.

• Reduces district representatives from three to two members for each community development district (Heeia, Kalaeloa, and Kakaako).

• Transfers nomination authority for district representatives from county councils to the President of the Senate and Speaker of the House of Representatives, each submitting three nominees per district position.

• Reduces the number of at-large members from three to two and removes reference to the Hawaiian Homes Commission chairperson from authority membership.

• Effective date: July 1, 2022.
