• Requires individuals to comply with the federal Military Selective Service Act to enroll in state-supported post-secondary educational institutions, including the University of Hawaii system.

• Prohibits individuals not in compliance with the Military Selective Service Act from receiving state financial assistance for post-secondary education, including loans, grants, and scholarships.

• Bars individuals not in compliance with the Military Selective Service Act from employment by the State or its political subdivisions, including all state and county offices, boards, departments, and agencies.

• Provides exceptions for persons under 18 years old, those 26 or older who previously complied, active-duty military members, non-citizens/non-residents, Trust Territory/Northern Mariana Islands residents, and those excused under federal law.

• Takes effect July 1, 2022.
