Amends Hawaii Revised Statutes Section 286-102.5 to expand Selective Service System registration requirements to all United States citizens and immigrants ages 18-25 applying for a motor vehicle driver's license or instruction permit, rather than limiting it to males only.

Requires the examiner of drivers to collect necessary personal information from qualified applicants and electronically transmit it to the United States Selective Service System for registration purposes.

Mandates that the examiner of drivers notify all qualified applicants that submitting an application constitutes consent to Selective Service registration if required by federal law.

Changes the statutory reference for Selective Service requirements from "Title 50 United States Code Appendix section 453" to "50 U.S.C. § 3802."

Takes effect upon approval.
