H.B. 2053 Summary

• Authorizes licensed medical cannabis dispensaries to distribute cannabis propagules and cuttings to qualifying patients and primary caregivers authorized to cultivate cannabis plants.

• Adds definitions of "cutting" (stem of a plant for rooting and growing) and "propagule" (any part of a cannabis plant that can grow a new plant) to Hawaii's cannabis laws.

• Limits purchases to no more than 5 propagules or cuttings within 15 consecutive days, or 10 within 30 consecutive days for eligible cultivators.

• Requires all propagules and cuttings sold by dispensaries to undergo laboratory testing for residual pesticides and heavy metals, with no distribution if either is detected.

• Effective date: July 1, 2060.
