Authorizes the director of finance to issue general obligation bonds for capital improvement projects related to flood mitigation in Makaha Valley, including Eku stream channel improvements, a new bridge at Farrington Highway, Noholio road drain installation, Makaha stream berm repair, a concrete levee system, Kili drive channel, Mauna Olu Estates drainage, in-stream detention basins, and restoration of Makaha beach pond.

Appropriates general revenues for nonstructural flood mitigation measures in Makaha Valley including watershed restoration, stream channel maintenance, storm drain maintenance, enforcement of existing legislation, education on watershed management practices, and drainage improvements for future development.

Appropriates general revenues for short-term flood mitigation projects in Lualualei including channel cleaning at Mā'ili'ili stream watershed and Ulehawa stream watershed.

Specifies that appropriated funds for capital improvement projects shall not lapse at the end of fiscal year 2022-2023, but any unencumbered moneys shall lapse on June 30, 2024.

Takes effect on July 1, 2022.
