Amends Hawaii Revised Statutes Section 142-3.6 to add a new revenue source to the animal industry special fund administered by the board of agriculture.

Adds revenues from fees for diagnostic, surveillance, and other work performed by the animal industry division veterinary laboratory and animal disease control branch as a deposit source for the special fund.

Maintains existing fund uses including costs for division salaries, fringe benefits, operating expenses, equipment, vehicles, livestock handling services, and facility maintenance, plus resource management and planning programs.

Requires a reserve to be maintained in the special fund for contingency costs including accrued vacation leave, unemployment insurance, and workers' compensation.

Takes effect on July 1, 2051.
