Repeals the sunset date of Act 14, Session Laws of Hawaii 2020, allowing hemp regulations to remain in effect indefinitely rather than expiring on June 30, 2022.

Extends the effective date of interim rules adopted by the Department of Agriculture from June 30, 2022 to December 31, 2022 for regulating Hawaii's industrial hemp pilot program.

Removes language from section 141-43, Hawaii Revised Statutes that specifically required the Department of Agriculture to address nuisance issues (smell, noise, excessive lighting) from hemp growers operating in prohibited areas.

Clarifies that the Department of Agriculture's rulemaking authority under chapter 141, part III applies generally to effectuate the purpose of hemp regulations without limiting the scope to particular nuisance categories.

Effective date of this Act is June 29, 2022.
