Amends Hawaii Revised Statutes section 103D-302(b) to clarify requirements for listing joint contractors and subcontractors in construction bids.

Exempts contractors or subcontractors not required to be licensed under chapter 444 from mandatory inclusion in bid submissions.

Allows acceptance of non-compliant construction bids if the joint contractor or subcontractor work value is one percent or less of the total bid amount and acceptance is in the State's best interest.
